Fiat reports 83 million euro 1Q loss

MILAN (AP) ? Italian carmaker Fiat SpA reported a first-quarter loss of 83 million euros ($108 million) as European sales and profits at is U.S. partner Chrysler tumbled.

The loss posted Monday by the automaker, based in the northern Italian city of Turin, compares with a restated first-quarter profit of 35 million euros last year.

Revenues were down 2 percent to 19.75 billion euros, as performance in Latin America, Asia and its premium brands helped to compensate for declines in North America and Europe. Revenues were down 3 percent to 10 billion euros in North America and 4 percent to 4.4 billion euros in Europe.

Chrysler first-quarter profits dropped 65 percent as shipments of cars and trucks were down in preparation for new vehicle launches. Fiat's European operations lost 157 million euros.

Italy's new government begins life in climate of crisis

ROME (Reuters) - New Italian Prime Minister Enrico Letta seeks the backing of parliament in a confidence vote on Monday, facing severe political and economic problems that will test the solidity of his broad coalition government in the months ahead.

Letta is due to speak in parliament at 3 p.m. (9:00 a.m. EDT) before the lower house confidence vote in the evening, where he will be backed by his center-left Democratic Party and former Prime Minister Silvio Berlusconi's center-right People of Freedom.

A Senate confidence vote will follow, probably on Tuesday.

Sunday's swearing in of Letta's cabinet was overshadowed by the shooting of two policemen outside the prime minister's office in Rome. Nevertheless, financial market reaction to the end of months of political stalemate was positive with bond yields falling and shares rising.

Italy's cost of borrowing dropped to its lowest level since October 2010 at an auction of medium and long term bonds on Monday.

Letta was pushed into a coalition with Berlusconi after the center-left fell short of a viable parliamentary majority in elections in February. He now faces a battle to maintain the unity of his government while passing unpopular reforms.

Berlusconi, who is fighting legal battles over a tax fraud conviction and charges of paying for sex with a minor, will not be in the cabinet himself but many people on the left find the idea of working with his center-right party abhorrent.

In an interview on his own Canale 5 television station, Berlusconi said he hoped the left could undergo some "self criticism" and learn from working with his party. He expected the government to last long enough to pass some vital reforms.

Berlusconi demands the scrapping of an unpopular housing tax and reimbursement of last year's contributions, a measure which would blow an eight billion euro hole in the 2013 budget. He also wants tax breaks for companies hiring young people.

It is not yet clear how Letta will handle this demand.

Berlusconi, whose last government was forced from office at the height of the euro zone debt crisis in late 2011, said he expected to play a leading part in shaping policy.

"As I am the president of the People of Freedom our representatives in the government will have continuous contact with our movement and with me," he said.

On Sunday an unemployed man shot and wounded two police officers and a passer-by just as the cabinet was being sworn in at the presidential palace about a kilometer (half a mile) away.

Officials said the shooting, which the gunman said was originally intended as an attack on politicians, was an isolated incident but it was widely interpreted as a further alarming sign of public anger with lawmakers.

Italy's economy has been sluggish for over a decade with gross domestic product now lower than it was in 2001, companies stifled by high taxes and red tape and youth unemployment in some areas as high as 40 percent.

All this has fed into public bitterness directed at politicians, several of whom have been jostled or harassed by angry crowds recently.

Letta's cabinet, which includes a record seven women and Italy's first black minister, was shaped partly in response to disillusionment with political elites shown by the success of the anti-establishment 5-Star Movement in the last election.

But the party, whose fiery leader Beppe Grillo has built the 5-Star movement into the third biggest force in parliament by attacking traditional political elites, was singled out on Monday for criticism by his enemies.

The right wing daily Il Giornale, owned by the Berlusconi family - one of Grillo's favorite targets - carried the frontpage headline "Il Grilletto" (The Trigger).

Letta has promised to address the social effects of the crisis and push the European Union away from its fixation with budget austerity and towards economic growth and investment.

With some doubt over whether his government will last a full five-year term, he is expected to try to pass at least a few basic reforms quickly including a change to Italy's much criticized electoral laws and a cut in the size of parliament.

Despite Monday's positive market response, there have also been notes of caution. "The real tests will come in the next few weeks and months," said Lorenzo Stanca, managing partner of Mandarin Capital, a private equity fund that invests in small Italian and Chinese firms. "There is not much experience in Italy of a coalition government and it will be difficult."

Obesity may influence heart function through sex hormones

Apr. 27, 2013 ? New research suggests that changes in sex hormones as seen in obesity may have possible effects on the heart. The study by researchers from Belgium, presented at the European Congress of Endocrinology in Copenhagen, Denmark, suggests effects on heart function in healthy men with artificially raised estrogen levels and artificially lowered testosterone levels to mimic an obese state.

Estradiol, an estrogen, is primarily known as a female hormone but it also circulates at very low levels in men. Testosterone is converted to estradiol by the enzyme aromatase, the activity of which might be increased in obesity leading to raised estradiol and reduced testosterone.

To determine whether obesity might alter heart function via changes in sex hormones, Drs Maarten De Smet and colleagues at Ghent University in Belgium recruited 20 healthy men aged 20-40 and used an aromatase inhibitor and an estrogen patch to artificially alter the hormone levels to mimic sex hormone concentrations in obesity (high estradiol and low testosterone) vs contrast by an aromatase inhibitor (low estradiol, high testosterone). Prof Dr T De Backer, Cardiologist, assessed the heart function before and seven days after the intervention using ultrasonographic imaging with strain analysis, which measures the deformation of the heart between the resting and contracted states.

The men with obesity-related changes in sex hormones exhibited altered heart function. At baseline the global circumferential strain was -17.1% +/-3.9, which decreased significantly to -14% +/-2.5 (p=0.01). The contrasting group did not show any difference.

By artificially altering sex hormones in a small number of healthy men, Drs De Smet and colleagues have shown that an altered sex hormone profile as seen in obesity might be relevant for heart function. Adequately powered clinical trials with sufficient duration may establish the role of sex hormones in the heart function of obese men.

Maarten De Smet, Masters student in Medicine at Ghent University, Belgium, and first author said:

"Obesity is a major contributor to heart disease. By giving an aromatase inhibitor and estrogen to healthy men we mimicked the effect of sex hormones in obesity alone, in isolation from the rest of the obese metabolic state.

"In order to pump blood around the body the heart must fill with blood and then contract, pushing the blood out. We found that after increasing the estrogen levels and decreasing the testosterone levels in men for one week the deformation of the left heart chamber was significantly altered.

"Because the contributing factors to obesity, as well as the underlying biology, are so complicated it's a real challenge to tease apart one single aspect, so we think this study is of particular interest. As these results are from a small number of healthy men over one week, we hope to investigate sex hormone changes and the heart in the obese in the long term."

Genetically Modified Plants To Produce Natural Lighting

Yeah, my first thought was that it's not going to be very bright. I did a back of the envelope calculation.

According to Wikipedia photosynthesis efficiency is about 3 to 6% of incoming sunlight. Lets call it 4.5%. That's the energy a plant uses to grow and just to keep itself alive - lets assume we can burn about half of that energy for light production without starving the plant itself. In fireflies Lucifer is about 90 to 98 efficient in converting energy into light. Lets say out engineered plant manages 90%. Next let's note that this plant is going to waste energy glowing even during midday sun. That basically cuts in half (or less) the amount of useful energy spend on blowing at night in the dark. Next let's note that the light is going to be generated inside the plant, but only a portion of it will make it out and be visible. The rest will hit internal plant tissue and be absorbed (remember, the very purpose of leaf tissue is to be a good absorber of light). The fraction of light that usefully escapes is hard to estimate, but lets call it 50%.

At this point we're down to about 1/200th.

Peak direct visible sunlight is about 440 watts per square meter. Average from sunrise to sunset will be less than half that. And with the 1/200th factor above we're looking at less than 1 watt of light output per square meter. (Note that we don't need to mess with the leaf surface area, we only need to consider the 2-D cross-section of the plant intercepting the available sunlight.)

The good news is that at this point in our calculation our wattage gets translated into light as if it's 100% efficiency. This means that a modest size BUSH that's 1 meter (or 1 yard) in diameter could, optimistically, glow at night with the equivalent light output of a 20-watt to 40-watt incandescent bulb.

That's probably close to the high end of what's possible, and I doubt their first attempt will be that good, but it is more than I expected. If you have good night vision, and if you sat right up against a bush, it may be just enough to (uncomfortably) read by. If all you have is typical size potted plant you'll only get a tiny fraction of that much light though.... maybe 5% of that.

New conservative lobbying push for gay marriage

ST. PAUL, Minn. (AP) ? A national group of prominent GOP donors that supports gay marriage is pouring new money into lobbying efforts to get Republican lawmakers to vote to make it legal.

American Unity PAC was formed last year to lend financial support to Republicans who bucked the party's longstanding opposition to gay marriage. Its founders are launching a new lobbying organization, American Unity Fund, and already have spent more than $250,000 in Minnesota, where the Legislature could vote on the issue as early as next week.

The group has spent $500,000 on lobbying since last month, including efforts in Rhode Island, Delaware, Indiana, West Virginia and Utah.

Billionaire hedge fund manager and Republican donor Paul Singer launched American Unity PAC. The lobbying effort is the next phase as the push for gay marriage spreads to more states, spokesman Jeff Cook-McCormac told The Associated Press.

"What you have is this network of influential Republicans who really want to see the party embrace the freedom to marry, and believe it's not only the right thing for the country but also good politics," Cook-McCormac said.

In Minnesota, the money has gone to state groups that are lobbying Republican lawmakers and for polling on gay marriage in a handful of suburban districts held by Republicans. So far, only one Minnesota Republican lawmaker has committed to voting to legalize gay marriage: Sen. Branden Petersen of Andover.

"I think there will be some more. There are legislators out there that are struggling with this," said Carl Kuhl, a former political aide to former GOP Sen. Norm Coleman and Republican gubernatorial candidate Tom Emmer. Kuhl's public affairs firm is contracted by Minnesotans United, the lead lobby group for gay marriage in Minnesota and main recipient of American Unity's Minnesota spending.

Gay marriage's fate in Minnesota may rest with the House, where support is seen as shakier than in the Senate. A handful of votes from Republicans could put it over the top. Nearly two dozen House Republicans represent more socially moderate suburbs and might be candidates to vote yes.

House Speaker Paul Thissen, DFL-Minneapolis, said he has encouraged advocates of the marriage bill to round up Republican votes, if nothing else than to send a message to Minnesota residents that it's not a partisan proposition. But that will be politically risky; the main opposition group to same-sex marriage, Minnesota for Marriage, has said it will seek consequences for Republicans who stray on gay marriage.

Part of American Unity PAC's original mission was to protect Republican gay marriage supporters with political spending on their behalf.

Since forming the lobby group last month, the group also spent money to win over Republican lawmakers in Rhode Island, where last week all five Republicans in the state Senate jumped on the gay marriage bandwagon. Rhode Island is on track to legalize gay marriage by next week, which would make it the 11th U.S. state where gay marriage is legal.

There are also plans to lobby federal lawmakers on gay rights issues.

"We intend to work on this effort until every American citizen is treated equally under the law," Cook-McCormac said. Other wealthy, traditionally Republican donors giving money to the group include Seth Klarman, David Herro and Cliff Asness.

Though only one current GOP officeholder in Minnesota is on record supporting gay marriage, a handful of prominent Republicans have spoken out in favor of it. They include former state auditor Pat Anderson and Brian McClung, who was spokesman for former Gov. Tim Pawlenty. Prominent Republican donors including former politician Wheelock Whitney and businesswoman Marilyn Carlson Nelson have also lent support and donated money.

Since it first formed to campaign against last fall's gay marriage ban and then shifted to pushing for its legalization at the Capitol, Minnesotans United has been building Republican alliances, hiring multiple lobbyists with Republican ties.

Chevron resumes operations in unit closed by fire

RICHMOND, Calif. (AP) -- Chevron has resumed operations in a unit at its Bay Area refinery that was shut down after a massive fire last year.

Company officials said during a conference call with analysts Friday that crews had begun feeding crude oil through the unit knocked out by the Aug. 6 fire.

Chevron's chief financial officer, Patricia Yarrington, says the unit at Richmond is expected to be fully operational during the second quarter.

Both Chevron and government investigations have determined that corrosion in a pipe caused a leak that sparked the fire, sending a plume of black smoke over nearby areas.

Since the fire, the refinery had been operating at about 60 percent capacity until very recently. The factory wasn't processing crude oil and instead was being used to blend gasoline.

As the first pick in the fourth round, he?ll get about $495,000 guaranteed.

So the decision to return to USC for his senior year may have cost Barkley more than $11 million.

Barkley just shrugs it off.

He was that good.

But he returned to USC for his senior year, and although he wasn?t terrible, he wasn?t nearly as good as in 2012.

Completion percentage dropped to 63.6 percent. He still had 36 touchdowns, but his interception total more than doubled to 15. He hurt his shoulder in a game against UCLA and missed USC?s Sun Bowl loss to Georgia Tech.

The NFL noticed. He was bypassed in the first round. In the second round. In the third round.

Why?

"I'm not too sure,? Barkley said. ?It wasn't my decision to make that call. I'm just excited to be an Eagle.?

Forget questions about his arm strength, forget questions about his health, forget questions about his decline in production.

The Eagles wanted Barkley.

?I can?t speak what other people saw in him,? Kelly said. ?It wasn?t like I think he had a bad year, he just ended up getting hurt in the UCLA game.

?I think some people evaluate him a little different, but if you go to the film and the body of work, he?s had an outstanding career.?

Barkley set 20 USC passing records and 10 Pac-12 passing marks during his career with the Trojans.

He?s the Pac-12 record holder for total offense (12,214 yards, 23rd-most in NCAA history), passing yards (12,327, 19th-most in NCAA history) and touchdown passes (116, seventh-most in NCAA history).

He?s the only player in Pac-12 history with four seasons of 2,500 yards of total offense.

And he won. Barkley was 34-13 as a starting quarterback in college and threw at least one touchdown in 42 of those 47 games.

?The first time I saw Matt Barkley, he was a true freshman, and he came into Autzen Stadium [in Eugene], which is one of the toughest places to play in the world, and it didn?t phase him a bit,? Kelly said.

?Matt Barkley was never a freshman. There was just a poise about him. There was a calm about him. Those intangible qualities that you really look for.

?He?s a competitor. He?s been in big games all through high school, all through college, he?s handled everything the right way.

?Just talking to him on the phone when we drafted him. A lot of people, you can say what?s their attitude going to be like? He was like, ?It?s a dream come true.? Loved competing against him, and we?re real excited to have him now.?

Kelly said Barkley?s performances in his four games against Oregon were a big part of his evaluation of the 6-foot-3, 230-pounder.

Barkley threw for 1,258 yards ? 315 per game ? with 12 touchdowns and six interceptions in four games against the Ducks, putting up an average of 35 points per game. Last year, he passed for 484 yards and five TDs in that 62-51 game.

?It was a shootout,? Kelly said. ?We were scoring a lot of points, but Matt didn?t play defense.

?It was kind of like an Arena League game. It was Philadelphia Soul vs. the Orlando Predators. It was just a back-and-forth. We got up, and they answered and we answered back and then it got within three and then we went down and scored, and they would go back down the field and score.

?I?ve seen his skill set up close and personal four times, and he?s answered the ball every time. ? He was great when he was a true freshman at our place. He played really good when we were down at the Coliseum two years ago. He played great this year.?

Barkley said he got a few prank calls Friday night from people telling him he?d been drafted.

When the call came soon after noon Saturday, it was the real thing.

?It was good to hear a man?s voice who said, ?Do you want to be an Eagle?? he said.

?It was comforting and it was a sigh of relief and a new beginning. There are a lot of emotions, but excitement is probably at the top of the list.

?I can?t wait to prove myself and show that I do have a strong arm, and I am capable of playing in this league and playing strong. Just give me a shot, and I can?t wait to see where this leads.?

Celgene: EU panel recommends new Revlimid approval

SUMMIT, N.J. (AP) -- A panel that advises the European Union's chief medical agency is recommending a new approval for the cancer drug Revlimid, the drug's maker, Celgene Corp., said Friday.

The panel recommended that the European Medicines Agency approve Revlimid as a treatment for anemia in patients with certain forms of a group of blood disorders called myelodysplastic syndromes. Celgene said the EU is expected to make a final decision within three months.

Revlimid is approved as a treatment for multiple myeloma, a cancer of the blood, in patients who have been treated with at least one other therapy. It is already approved in the U.S. as a treatment for anemia in MDS patients, and Revlimid is running further trials of the drug to win new marketing approvals. New approvals are a key part of the company's growth plans.

Celgene is studying Revlimid as a treatment for chronic lymphocytic leukemia, non-Hodgkin lymphoma, and myelodysplastic syndromes.

Celgene expects to report about $6 billion in revenue in 2013, with $4.1 billion to $4.2 billion coming from Revlimid sales.

Shares of Celgene rose $2.39, or 2 percent, to $120.34 on Friday.

Another NFL Draft is in the books, 254 new players with a chance to create a professional future, and 32 teams delighted for the moment with the work they?ve done.

And while there were an abundance of storylines, one thing that stood out about the 2013 NFL Draft was the remarkable restraint many teams showed.

There wasn?t an Andrew Luck or a Cam Newton ? or perhaps even a Ryan Mallett ??in this draft.

But even with the extreme financial penalty for missing on a first-round passer gone, teams didn?t line up to take the chance on a potential franchise quarterback as they have in the past.?Only three quarterbacks were chosen in the first three rounds, the fewest since 2000 (the fabled Chad Pennington-Giovanni Carmazzi-Chris Redman draft).

The Bills fooled us all by taking E.J. Manuel in the first round, and even the Jets withstood the temptation to win the back pages by taking Geno Smith in the second. When Mike Glennon was the only third-rounder, it left names such as Matt Barkley and Ryan Nassib for the fourth, where the Eagles and Giants bought low.

Some of the best quarterback business was done by teams that didn?t take one.

The Jaguars might be more needy at the position than any team in the league, with Blaine Gabbert and Chad Henne competing. But as bad as that might be, there?s no guarantee any of this year?s candidates are better. So since new general manager David Caldwell didn?t see value, he withstood temptation and restocked a bad team with many other parts they needed ? most of them with speed.

But it wasn?t just at the quarterback position where the smart teams held fast.

After an unprecedented run on left tackles (three of the top four picks), teams with needs there started drafting guards and right tackles and defensive tackles instead of reaching. It would have been easy for the Chargers to move up for one of the top blind-side protectors, but by letting the board come to them, they found a solid starting right tackle in D.J. Fluker. Likewise, Arizona added a guard in Jonathan Cooper who could turn out to be the best value in the draft, and the Titans made Chris Johnson a better running back by drafting guard Chance Warmack (and center Brian Schwenke) to go with big-ticket free agent Andy Levitre.

And not to beat up on Manti Te?o any more than has already happened, the teams that needed him and didn?t draft him deserved notice as well.

The Vikings had a pair of late firsts, and used them on value picks Sharrif Floyd and Xavier Rhodes, both of whom figured to go sooner. Then they made a move for a third first-rounder, not for Te?o, but to take a receiver in Cordarrelle Patterson who has some Randy Moss-ish tendencies. The Bears also skipped an obvious need for a middle linebacker, and took a versatile but raw offensive lineman with good genes (Kyle Long).

The two Super Bowl teams (and two that should push them) exemplified the patience of the weekend as well.

The 49ers stockpiled picks, and used one on running back Marcus Lattimore, who might not play a down for them this year. The Ravens might have had interest in Te?o as well, but took their safety first (Matt Elam) before filling in at linebacker later (Arthur Brown).

The Packers added two running backs in Eddie Lacy and Johnathan Franklin who could make a good team better, and the Seahawks used the benefit of a roster with few holes to take some chances on players with question marks, from running back Christine Michael to defensive tackle Jesse Williams.

Not every team has such luxuries. But the best things might come to the ones that were able and willing to wait this weekend.

Woody Guthrie Center opens Saturday in Tulsa

TULSA, Okla. (AP) ? Supporters of folk singer Woody Guthrie say the opening of a center chronicling his storied life and career is long overdue in his native state of Oklahoma.

The 12,000-square-foot Woody Guthrie Center opens Saturday afternoon in Tulsa.

It features Oklahoma's only permanent exhibit on the Dust Bowl and also includes Guthrie's original handwritten copy of "This Land Is Your Land," perhaps his best-known song.

Guthrie's daughter Nora says Oklahomans should take pride in knowing that the core of who her father was as a man and a musician was determined in Oklahoma.

The center is also home to the Woody Guthrie Archives, a collection featuring nearly 3,000 song lyrics, hundreds of pieces of artwork, journal entries, postcards, manuscripts and more than 500 photographs, among other rare items.

As thousands of Maiden fans rushed to buy the band?s beer just because they like the band and they like beer, scientists marvelled at their integrity.

Obama, former presidents rally around George W. Bush as library opens

DALLAS (Reuters) - George W. Bush basked in warm praise from President Barack Obama and three fellow former presidents on Thursday as Bush's library was dedicated in a ceremony that emphasized his resolute response to terrorism while skirting controversies such as his decision to invade Iraq.

Obama and fellow Democrats Bill Clinton and Jimmy Carter, along with Bush's father, former President George H.W. Bush, came together on the campus of Southern Methodist University to honor one of their own. At the end of the hour-long ceremony, Bush - who has largely avoided public life since leaving Washington in January 2009 - choked back tears as he concluded his remarks.

Obama captured the feeling of the day when he indicated that Bush's political friends and foes both view the former president as genuine.

"To know the man is to like the man, because he's comfortable in his own skin," Obama said. "He takes his job seriously but he doesn't take himself too seriously. He's a good man."

Bush, a Republican, had historically low popularity ratings for a U.S. president - about 33 percent - when he left office.

Although most Americans give him credit him for his steadfast response to the September 11, 2001, attacks, many opposed his decision to go war against Iraq on what turned out to be a false claim that Saddam Hussein's regime was stockpiling biological and chemical weapons. By the end of Bush's term a once-vibrant economy was collapsing, fueling an image of an administration gone awry.

But time away from the spotlight has helped Bush in the eyes of many Americans. In the days leading up to the dedication of his library and museum, a Washington Post-ABC News poll indicated that Bush's approval rating was 47 percent, about equal to Obama's.

In his speech, Bush alluded to the difficult choices he faced as president, which is a theme that runs through several of the library's exhibits.

"One of the things about democracies is people are free to disagree. It's fair to say I gave people plenty of opportunities to exercise that right," Bush said with a chuckle.

ELDER BUSH: 'GLAD TO BE HERE'

The former presidents form what amounts to the world's most exclusive gathering, known informally as the Presidents Club. Most were rivals at one time or another, but the shared experience of being president has created bonds between them.

The United States has 13 presidential libraries around the country which preserve documents and records from presidents dating to Herbert Hoover.

During the ceremony the former presidents focused on the positive aspects of Bush's tenure. Clinton and Carter praised Bush for pushing Congress to fund AIDS relief for Africa.

Clinton is particularly close to Bush's father, George H.W. Bush, because the two have worked on various relief projects together.

Clinton teased Bush about the not-so-complex paintings that Bush, a novice artist, had produced in recent years, including self-portraits of Bush in the shower and the bathtub.

Clinton, a Democrat, said he considered asking Bush to do a similar painting of him, but then thought better of it.

"Those bathroom sketches are great, but at my age I think I should keep my suit," he said to laughter.

George H.W. Bush, 88 and in a wheelchair, had a health scare last December. But on Thursday he joined the other former presidents and their wives onstage, and spoke briefly.

"We're glad to be here," he said in a shaky voice. "God bless America."

Unlike other former presidents, Carter, a Democrat who served from 1977 to 1981, has not been shy about criticizing his predecessors. But he was upbeat when he stood before the crowd of Bush supporters.

Carter recalled that Bush had become president after winning a disputed election in 2000 against Democrat Al Gore. Carter said that two months later, he was among the few Democrats to show up for Bush's first inauguration.

Carter thanked Bush for helping the needy in Africa with increased foreign assistance and for seeking a solution to the conflict in Sudan. Carter told Bush he was grateful "for the contributions you've made to the most needy people on Earth."

The crowd included a who's who of dignitaries who served with Bush, such as former British Prime Minister Tony Blair, forever linked with Bush on the decision to launch the Iraq war. Former Italian Prime Minister Silvio Berlusconi also attended.

Since he left office, Bush, a 66-year-old Texan, has focused mostly on helping to build his library and museum, getting involved in charitable projects as well as painting, playing golf and riding mountain bikes.

The museum exhibits cover major points of Bush's presidency and offer visitors an opportunity to decide how they would have responded to those challenges. A central part is devoted to the September 11 attacks.

"When our freedom came under attack we made the tough decision required to keep our people safe," Bush said. He said his library's presidential center will be devoting to promoting freedom abroad.

"I'm retired from politics - happily so, I might add - but not from public service," he said.

Bush's supporters hope the library and the passage of time will lead more Americans to their belief that his performance in the White House was better than they might have thought.

U.S. believes Syria used chemical weapons but says facts needed

WASHINGTON (Reuters) - U.S. intelligence agencies believe Syria's government has likely used chemical weapons on a small scale, the White House said on Thursday, but added that President Barack Obama needed "credible and corroborated" facts before acting on that assessment.

The surprise disclosure triggered immediate calls for U.S. action by members of Congress who advocate deeper American involvement in Syria's bitter civil war.

The White House said the U.S. intelligence community assessed with varying degrees of confidence that the chemical agent sarin was used by forces allied with President Bashar al-Assad. But it noted that "the chain of custody is not clear."

While Obama has declared that Syrian use of chemical weapons would be a game-changer, his administration made clear it would move carefully - mindful of the lessons of the start of the Iraq war 10 years ago.

Then, the George W. Bush administration used faulty intelligence to justify invading Iraq in pursuit of nuclear, chemical and biological weapons that turned out not to exist.

"Given the stakes involved and what we have learned from our own recent experiences, intelligence assessments alone are not sufficient - only credible and corroborated facts that provide us with some degree of certainty will guide our decision-making," Miguel Rodriguez, White House director of the office of legislative affairs, said in a letter to lawmakers.

One senior U.S. defense official told reporters that, "We have seen very bad movies before," where intelligence was perceived to have driven policy decisions that later, in the cold light of day, were proven wrong.

The term "varying degrees of confidence" used to describe the assessment usually suggests debate within the intelligence community about the conclusion, the defense official noted.

The White House said the evaluation that Syria probably used chemical weapons was based in part on physiological samples, but a White House official declined to say what kind of evidence it had, such as soil samples or blood or hair from victims.

The scale of the sarin use appeared limited, with one U.S. intelligence official noting that nobody was "seeing any mass casualties" from any Syrian chemical weapons use.

The United States has so far resisted being dragged militarily into Syria's conflict, providing only non-lethal aid to rebels trying to overthrow Assad, given concerns that weapons end up the hands of al Qaeda-linked opposition fighters.

But acknowledgement of the U.S. intelligence assessment appeared to move the United States closer to some sort of action, military or otherwise.

A White House official told reporters "all options are on the table in terms of our response" and said the United States would consult with allies.

SURPRISE ANNOUNCEMENT

The Obama administration's sudden disclosure caught many off-guard, coming just two days after Defense Secretary Chuck Hagel and other U.S. officials appeared to play down an Israeli assessment of chemical weapons use.

France and Britain have also concluded evidence suggests chemical arms have been used in Syria's conflict.

"The intelligence community has been assessing information for some time on this issue and the decision to reach this conclusion was made within the past 24 hours," Hagel said.

The White House said it wanted to provide a "prompt response" to an April 24 query from lawmakers about whether Syria had used chemical weapons. The lawmakers' letter to Obama cited the assessments by Israel, France and Britain.

Greg Theilmann, a former weapons proliferation expert in the State Department's intelligence bureau, said, "I'm just a little surprised the U.S. rolls out an assessment in this way."

In the last 24 hours, "did hard evidence suddenly appear?" said Theilmann, now at the private Arms Control Association.

Republican Senator John McCain of Arizona, one of the leading advocates of deeper U.S. involvement in the Syrian conflict, said the U.S. intelligence assessment demanded a U.S. response.

"The president of the United States said that if Bashar Assad used chemical weapons, it would be a game changer, that it would cross a red line," he said.

"I think it's pretty obvious that red line has been crossed."

Senator Dianne Feinstein, head of the Senate Intelligence Committee, voiced concerns that the public U.S. acknowledgement of its intelligence assessment could embolden Assad, prompting him to calculate "he has nothing more to lose."

"Syria has the ability to kill tens of thousands with its chemical weapons. The world must come together to prevent this by unified action," she said.

Syria's deputy foreign minister, Faisal Mekdad, told Reuters that U.S. aid to the rebels may backfire and lead to attacks on American soil like those of September 11, 2001.

"Once the fire of terrorism spreads in Syria it will go everywhere in the world," he said in an interview in Damascus.

Drinking one 12-ounce sugar-sweetened soft drink a day can increase the risk of type 2 diabetes by 22 percent, study suggests

Apr. 24, 2013 ? Drinking one (or one extra)* 12oz serving size of sugar-sweetened soft drink a day can be enough to increase the risk of developing type 2 diabetes by 22%, a new study suggests. The research is published in Diabetologia (the journal of the European Association for the Study of Diabetes) and comes from data in the InterAct consortium**.

The research is by Dr Dora Romaguera, Dr Petra Wark and Dr Teresa Norat, Imperial College London, UK, and colleagues.

Since most research in this area has been conducted in North American populations, the authors wanted to establish if a link between sweet beverage consumption and type 2 diabetes existed in Europe. They used data on consumption of juices and nectars, sugar-sweetened soft drinks and artificially sweetened soft drinks collected across eight European cohorts participating in the European Prospective Investigation into Cancer and Nutrition (EPIC study; UK, Germany, Denmark, Italy, Spain, Sweden, France, Italy, Netherlands)***, covering some 350,000 participants.

As part of the InterAct project, the researchers did a study which included 12,403 type 2 diabetes cases and a random sub-cohort of 16,154 identified within EPIC. The researchers found that, after adjusting for confounding factors, consumption of one 12oz (336ml) serving size of sugar-sweetened soft drink per day increased the risk of type 2 diabetes by 22%. This increased risk fell slightly to 18% when total energy intake and body-mass index (BMI) were accounted for**** (both factors that are thought to mediate the association between sugar-sweetened soft drink consumption and diabetes incidence). This could indicate that the effect of sugar-sweetened soft drink on diabetes goes beyond its effect on body weight.

The authors also observed a statistically significant increase in type 2 diabetes incidence related to artificially sweetened soft drink consumption, however this significant association disappeared after taking into account the BMI of participants; this probably indicates that the association was not causal but driven by the weight of participants (i.e. participants with a higher body weight tend to report higher consumption of artificially sweetened drinks, and are also more likely to develop diabetes). Pure fruit juice and nectar***** consumption was not significantly associated with diabetes incidence, however it was not possible using the data available to study separately the effect of 100% pure juices from those with added sugars.

The authors say the increased risk of diabetes among sugar-sweetened soft drink consumers in Europe is similar to that found in a meta-analysis of previous studies conducted mostly in North America (that found a 25% increased risk of type 2 diabetes associated with one 12 oz daily increment of sugar-sweetened beverage consumption).

Dr Romaguera concludes: "Given the increase in sweet beverage consumption in Europe, clear messages on the unhealthy effect of these drinks should be given to the population."

Notes

*The increased risk of 22% is for each extra 12oz sugar sweetened drink, so would apply to someone who had 1 drink versus someone who had 0, or someone who had 2 drinks versus someone who had 1, etc.

**The InterACT consortium is investigating, among other things, nutritional factors and physical activity to study the association of nutritional, dietary and physical activity behaviours with incident diabetes in the nested case-cohort study and to contribute to the analysis of gene-lifestyle interaction. It is a sub-division of the EPIC study, which was designed to investigate the relationships between diet, nutritional status, lifestyle and environmental factors and the incidence of cancer and other chronic diseases.

Dogma among researchers exaggerates threat of resistance to best anti-malarial drugs, says malaria expert

Apr. 23, 2013 ? Exaggeration over the extent of the malaria parasite's resistance to the 'wonder drugs' artemisinins could jeopardise the fight against the disease, according to a leading expert.

In an opinion article published on World Malaria Day today (25 April 2013) -- online in the journal Trends in Parasitology, Professor Sanjeev Krishna of St George's, University of London argues that much of the evidence of the malaria parasite's resistance to artemisinin has been misinterpreted. He says this has led to the extent of artemisinin resistance being overstated, and that fears of its demise as an effective treatment are premature.

The artemisinin class of drugs are the best anti-malarial treatments available, and are used most effectively with other drugs as artemisinin-based combination therapies (ACTs). Recent research has suggested that the malaria parasite is developing resistance to ACTs, particularly in Southeast Asia. Experts fear that if artemisinins became obsolete -- as previous anti-malarials have -- the effect could be devastating, as there are currently no other effective alternatives.

However, Professor Krishna argues that -- despite being accepted as dogma by the malaria research community -- most of the descriptions of artemisinin resistance do not meet the criteria by which resistance to other anti-malarials and drugs for other diseases have been measured.

For true resistance to exist, according to criteria used for other drugs, there needs to be: a significant failure in treatment (by not meeting the World Health Organization's target of a 95 per cent cure rate 28 days after treatment); a reduced sensitivity to the drug when the parasite is examined in the lab; and a visible delay in ridding the patient of parasites.

Currently, Professor Krishna says, it seems to be accepted that artemisinin treatment failure has occurred when a three-day course of ACT does not meet the target cure rate. This has been observed in a number of studies and has been used to try and understand 'artemisinin resistance.'

But other studies of seven-day courses of artemisinin monotherapies -- in which artemisinins are used alone, without partner drugs -- have shown up to 100 per cent cure rates after 28 days.

This, Professor Krishna, says, indicates proof of resistance to ACTs, but that there is no compelling evidence that artemisinins themselves are becoming less effective. He says this resistance will usually "be to a combination of an artemisinin with another drug against which there is usually a high background of resistance already."

"Contending that there is artemisinin resistance when cure of patients relies on the partner drug of an artemisinin is difficult to substantiate without additional studies," writes Professor Krishna. "It is more appropriate to describe the lack of observed efficacy as resistance to an artemisinin combination therapy rather than as being artemisinin resistance."

He adds that "crying wolf" and raising fears of artemisinin resistance when it is not yet proven "will itself have significant costs, so that when the wolf finally turns up, exhausted villagers no longer respond."

To ensure better understanding of when true artemisinin resistance occurs, and to learn how to fight it, Professor Krishna says there needs to be further research into the how the drugs work against the parasite. He also urges the development of molecular markers to predict the failure of the partner drugs used in ACTs, as well as further studies on artemisinin monotherapies.
